Explanation:

Q. How does a state get designated blue ("RTC for all") on the map above?

A. One of three ways:

  1. Issue permits fairly to residents and non-residents alike. E.g., The states of Florida or Minnesota, among others.
  2. Recognize the permit issued by one of the above. E.g., Indiana or North Carolina, among many others.
  3. Not require permits. E.g., Alaska & Vermont.

Q. What's with Delaware being green?

A. Delaware has a typical "discretionary" licensing system, where you have to prove your need, and law enforcement can turn you down because they don't like the color of your tie. Oddly enough, Delaware recognizes several other permits, including, for example, Florida's, even for non-Florida residents. So you can carry in Delaware, as long as you don't live there!

Q. Why is Michigan yellow? They recognize all permits!

A. They only recognize home-state permits. Compare with Indiana, who truly recognizes any state's permits. A resident of Wisconsin can't get a Wisconsin permit. However, if they had a Florida permit, it would be recognized in Indiana but would not in Michigan.
